Build the [`CommandExecutor`]. # Errors Returns an error if required fields are missing: - `vault` - `config` - `result_tx` - `shutdown_token` All other fields use sensible defaults: - `health`: defaults to `HealthServiceImpl` - `import_export`: defaults to `ImportExportServiceImpl` - `clipboard`: defaults to `ClipboardService::new_safe` with fallback to disabled backend - `vault_db_file_backed
