`MakeSingleProtoResourceBlob` builds a proto with default properties, which leaves `Stackable` false. The conservation stress (ServerEngineConcurrentItemTransferConservesTotal) needs a stackable item so `MoveItem` exercises the split/merge `count` read-modify-write. Mirror of the helper in Test_ServerMapOperations.cpp.
