Method import_and_report_sidecars

atomic-cli/src/commands/clone/command.rs:456–462

Ingest a pack's provenance graphs and attestations, reporting counts. Shared with `atomic pull` (see [`crate::commands::sidecars`]) so both paths land sidecars identically. Failures warn and continue — a bad sidecar never blocks a clone whose changes are all valid.
