Rebuild the [`Declarations`](crate::Declarations) map (`ResourceId` → [`ProtoNode`]) from the extracted bytes, for callers that keep the bytes in hand instead of routing them through a byte store (tests, the round-trip CLI). Editor/`Gdd` paths persist the bytes and resolve via their byte store instead.
